What is the difference between rumors and quest hooks?
Rumors are things NPCs might say in passing ("I heard strange lights near the old mill"). Quest hooks are direct adventure starters ("A noble offers gold to retrieve a stolen heirloom").
How do complications work?
Roll when the current situation needs a new decision. A result such as "the quest-giver has been lying" changes what the party knows without dictating what they must do next.
